Kettering Borough Council and Northamptonshire County Council are working in partnership to implement town centre improvements in Kettering.
Description of the scheme
The junction improvement comprises two priority junctions, Northampton Road / Sheep Street and Bowling Green Road / Headlands, with a signalised pedestrian crossing in between.
Road users in the area are aware that there is a high volume of traffic. However, after monitoring and counting traffic, it has been established that one of the reasons for this is that the traffic is unable to flow freely due to the many sets of traffic signals. By removing theses lights, whilst maintaining a dedicated safe crossing for pedestrians and cyclists, we believe the build-up of traffic and delays can be reduced.
There is a heavy movement of traffic east west through the Northampton Road / Bowling Green Road junction and therefore there is a need to balance the needs of this cross town movement with the requirement to cater for the important pedestrian movement to and from the Town Centre to the Station and Headlands.
Key programme dates
The works commenced on the 22 February 2016 with a target completion date of the 3 of June 2016.

A signed diversion route will be in place.
Work involves structural repairs, maintenance and resurfacing of the carriageway.
The road will remain closed over night for safety reasons as there will be raised ironworks that mean this is not a safe area.

The purpose of the proposed layout is to minimise the delay for the movement of traffic east west through the junction whilst maintaining the pedestrian movement to and from the Town Centre to the Rail Station and Headlands.
The main features of the scheme include:
Improved traffic flow.
A toucan crossing to link the west and east side across Sheep Street, the Headlands and the railway station to the town centre and all the facilities.
Improved waiting times and simplified crossing facilities for pedestrians and cyclists.
The creation of a more pedestrian friendly space including the proposed removal of existing guard rails at crossing points.
Two dropped kerb uncontrolled crossings points on The Headlands at the bus stop and at the end of Bowling Green Road.
The use of high quality paving materials on Sheep Street to enhance the area and to create more space for pedestrians and cyclists.
Access to the nearby properties in the area will be maintained. Every effort will be made to limit the effect of these works on adjacent properties but it must be appreciated that some inconvenience will result.
Pedestrians and cyclists will continue to have access and temporary diversions will be in place.
The right hand turns into and out of Sheep Street and Headlands will be prohibited throughout the works. This will allow us to continue work, whilst minimising the need for temporary traffic signals.
A temporary controlled pedestrian crossing facility will be maintained throughout the works. During the works the Bus Stop at the top of Station Road will be closed, on Northampton Road and Headlands they will be relocated.
